European riots - the failure of policy

I saw Link and thought it was an interesting view of what's goign on in Paris lately.

From the article:
But of course, all these problems are exacerbated by the non-assimilation policy that both the French government and the Muslim population have for so long pursued: the rioters are part of a population that has never considered itself French.
and:
It is likely that the riots will result only in intensification of the problems that caused them: if French officials offer an accommodation to Muslims, it will probably result only in further intensification of the Islamic identity, often in its most radical manifestations, among French Muslims.

This makes sense to me. You have a large immigrant population that is set up (or forced to set up) in its own neighborhoods. Very few residents need to leave that neighborhood, they go to school there, to church there, buy their food and clothing there. They never interact with the rest of the country around them. As a result they feel no loyalty to the host country. There is little “Patriotism” within the neighborhood, and it is instead replaced with “Culturalism”, for lack of a better word.
This happens all over the world and isn’t really anything new. The United States, as the “melting pot” went through this in the late 1800’s and early 1900’s. Go watch Gangs of New York, though I’m sure there are better examples. So why is the Paris situation different?
When you look at the history of immigration, the group eventually ends up assimilated into the host country’s culture. Why is it then that with recent Islamic immigrants this is not happening?
