I've really enjoyed this thread, thanks for posting. Isn't it fascinating how from asking a simple, unprovocative question so many people get down right mean and nasty?

Before I get on topic I think it's very peculiar (and also a downright shame) how mean America has really become. The politics, the "national discussions", right down to the talking head pundits and radio hosts have saddly inundated the American consciousness with a type of meanness that, well, I've never seen before.

based on those comments, i can understand why you feel terrorism is all-or-nothing simple as you seem to claim: you confuse tactic with with objectives. 

as long as members acquire necessary local permits and fully comply with all terms and statutes, there's no crime. 

participants are very likely motivated by racial hatred. 

more importantly, both scenarios clearly describe using terror as a tactic or tool with which to scare their perceived enemies into submission.  it's as simple as a thug wordlessly pantomiming throat slashing for the benefit of potential witnesses against him.  or bombing a hotel to convince your perceived oppressor to cut his losses and leave for home.
